Community Building Partnership (CBP) 2023 Grant Round NSW

Opens Monday 2 October 2023

What are CBP Grants?

The CBP grant programme is a NSW Government programme that invests in infrastructure projects that deliver positive social, environmental and recreational outcomes, while also promoting community participation, inclusion and cohesion. It is for NSW Guide properties only.

This is the major annual property-related grant programme available for Guides properties.

This annual grant round has been announced much later than usual this year, and has opened at very short notice.

There is a limited amount of funding allocated to each NSW electorate.

When do applications open and close?

Applications open Monday 2 October, and close Friday 27 October 2023

When will we find out if we are successful?

May 2024

How much can we apply for?

$5,000 to $150,000

What projects can we apply for grant funding to assist with?

  • Refurbishment, repair and maintenance of community buildings
  • Construction of new infrastructure
  • Purchase of free-standing equipment
  • Purchase of vehicles, trailers, boats

In 2022, Girl Guides successfully obtained CBP funding for projects including new cladding on a Guide Hall, plumbing and electrical upgrades at a Guide Hall, construction of a retaining wall, external painting of a Guide Hall, replacement of guttering on a Guide Hall.

When do grant funded works need to be completed?

By 31 August 2025

How will grant applications be assessed?

Eligible projects will be assessed by the funder against four equally weighted program criteria:

  1. Enhancing facilities – the project develops a sustainable and inclusive community through the enhancement or construction of community infrastructure.
  2. Meeting community needs and increasing community participation – the project supports activities and services needed by local communities and encourages community participation.
  3. The organisation's capacity – the applicant has the capacity to deliver the project on time and within scope.
  4. Demonstrating value for money – demonstrate that costs are reasonable, the lifetime benefits of the project, and that there are other sources of financial contribution to the project.

Important things to consider if you would like to apply:

  • To be eligible, projects cannot have commenced work prior to 27 October 2023
  • If a Development Application will be required for the work you want done, you must have a current Notice of Determination at the time your application is submitted
  • Projects over $30,000 must have current quotes to support the application.  Projects under $30,000 do not require quotes, but they are recommended and preferred by the funder
  • A detailed budget will be required
  • CBP are cracking down on project variations, and they will only be approved in limited circumstances going forwards.  Make sure that what is in your application is what is really needed and realistic in the timeframe.
  • Only one project location per application

What do we need to do if we would like to apply?

If you would like to apply for a CBP grant to complete a project in or around your Hall or campsite, please submit an Expression of Interest to [email protected] with the subject heading “CBP 2023 EOI”. Your Expression of Interest must include:

  • details of the project, including the current state of repair and your desired outcome,
  • how you plan to complete the project and the timeframe you think you will require,
  • approximate overall cost, and
  • confirmation of any other monies you have raised to put towards the project.

Photographs, drawings, quotes and any other information that you can provide to us will assist us when reviewing your Expression of Interest.  The information that you provide to us must be in an easy-to-read format e.g. dot points.

The deadline for receipt of Expressions of Interest is 5pm on Wednesday 11 October.  Any Expressions of Interest received after this time will not be reviewed.

When assessing your Expression of Interest, we will consider:
  • Membership numbers within your District/number of members using your facility,
  • How active Guiding is in your area,
  • Is your Hall Leased and what is the remaining term of the Lease?
  • Is your Hall used by other Community Groups?
  • Has your Hall or campsite received other property-related grants in the last 5 years?
  • Long-term strategy of Community Halls in your Local Government Area,
  • Overall strategy of Guiding in your Region.
  • Overall Girl Guides NSW, ACT & NT property strategy

The Property Team will review Expressions of Interest and will advise successful Districts by 5pm Monday 16 October, so that we can then jointly work with you on the application to be submitted by 27 October.

If you have any questions please email [email protected] with the subject line “CBP 2023” and we will endeavour to help you.

Please note, Girl Guides NSW, ACT & NT will not support any applications that are submitted directly.  All applications MUST be submitted through our office!
